Cambrian Competitive Basketball League Constitution 2025
OBJECTIVES:
a) To provide an opportunity for individuals to participate in a recreational league, promote good sportsmanship and have fun.
b) To promote and develop the game of basketball in Sudbury.
MEMBERSHIPS:
- The leagues shall be composed of teams whose players submit annual membership fees in order to take part in the league.
- The membership fees shall be team and/or players fees established annually by the league convener and the Athletics Centre Assistant Coordinator.
- The league reserves the right to terminate utilization privileges of any person who does not abide by the regulations, disregards the authority of the league convenor, or who by other means demonstrates that presence or behavior adversely affects the facilities or the utilization of the facility by others.
- Each team must have a minimum of 5 players.
- Each player participating in the league is entitled to a facility membership. This membership entitles each player use of the facility during public hours for the duration of the league.
- If a team’s roster falls under 7 players, that team will be allowed to add player’s at the discretion of the league conveners.

PROTESTS
- All protests involving games shall be administered by the league executive.

- Protests must be submitted in writing and handed to the League Convenor as well as to the party protested against within 48-hours of the alleged offence (Saturday, Sundays and legal holidays excluded). Accompanying the protest must be a certified cheque or cash in the amount of $50.00
- If a protest is upheld, the protest fee shall be refunded.
FIBA Major Rule Differences
Timing Differences
1) 8 sec backcourt count (if defense causes ball to go out of bounds, offence only gets the remaining time left in backcourt count to get ball over center)
2) FIBA uses a 24 second shot clock, however, if shot clocks are not being used then the high school five second closely guarded (dribbling or holding) violation is to be implemented. Shot Clocks will be used during playoffs.
3) Time Outs - Teams get 2 in 1st half, 3 in 2nd half, and 1 in each OT period
- TO’s do not carry over
- a request for a TO is made at the table. TO is awarded when clock is stopped and ball is dead (request can be granted when calling team gets scored upon)
- calling team gets to advance ball to frontcourt throw-in spot (top of 3-point arc in the frontcourt) in last 2 min of game or OT
Game Length
- Games will consist of 4 (10 Minute Quarters)
- 5 minute half time, 1 minute between quarters
Substitutions
1) Subs on a dead ball, not in between free throws and allowed in last 2 min when team gets scored on
2) A sub that enters the game must stay on until clock runs. A player who leaves cannot re-enter until clock runs.
Free Throws
1) - 5 players in the lane spaces only (2 defense, 2 offence, 1 defense)
2) – the lane spaces do not have to be occupied
3) - players can enter on the release, shooter and others when ball strikes the ring
4) - if players in the lane spaces violate, but ball goes in, ignore the violations
5) - Penalty (2 shots) – on the 5th team foul in a quarter – no 1 and 1 bonus
Violations
1) Travelling - players can fall to the floor with the ball
- blocked shot and offensive player returns to the floor with the ball(travelling)
2) If a violation is called and the ball enters the basket (basket doesn’t count) the throw-in
is taken at the free throw line extended
3) Excessive Elbows - excessive swinging of elbows is not a violation; it is a T- foul
Fouls
1) No such thing as “player-control” fouls – all fouls by team in control are “team control fouls”
2) No such thing as “intentional fouls” – they are “unsporting fouls”
3) Unsporting fouls - players are only allowed 2 unsporting fouls – then disqualified
- The penalty is 2 shots and possession at center
4) Dead Ball Contact Foul – ex. a push after the whistle - this is an unsporting foul, not a technical
5) Clear Path – a foul by the defense when a player has a clear path to the basket is an
Unsporting foul (a hold, a push in the back)
6) Technical fouls are non-contact fouls for unsporting behavior
- Penalty is 2 shots and possession at center
- A player may be disqualified for extreme unsporting behavior (language, abuse of an official, taunting an opponent, etc.). Two technical fouls in a game will result in a one game suspension
THERE WILL BE A ZERO TOLERANCE LEVEL REGARDING FOUL LANGUAGE.
OFFICIALS
The referee shall:
- Enforce the RULE OF THE GAME, and the REGULATIONS OF THE COMPETITION.
- Have discretionary power to stop, suspend or terminate the game for any infringement of the rules, interference by spectators or any other cause.
- Caution any player or team official guilty of misconduct or unsporting behavior and if the offender persists, suspend him from further participation in the game;
- Send from the playing area and its vicinity any player who in their opinion, is guilty of violent conduct or serious foul play, or the use of foul or abusive language.
- Report in writing to the appropriate authority, any misconduct by players, official’s spectators or other persons which takes place on the playing area or its vicinity at any time prior to, during or after the game. Reports shall be made according to the REGULATIONS OF THE COMPETITION;
- Stop the game in their opinion, if a player is seriously injured,
- Referees will issue technical fouls to those players that use foul language. There will be a zero-tolerance level regarding this issue.
- Referees are to meet with team captains prior to the game in order to discuss how the game will be conducted and also what behavior will not be tolerated.
- Referee’s are to be as objective and consistent as possible when officiated games. Rules are to be enforced, not disobeyed, disregarded or bent in the favor of certain individuals or teams.
THE SCOREKEEPER
The scorekeeper shall:
- Keep the score and record the name and number of those who score.
- Record the name and number of those players who commit fouls.
- Control time.
FIGHTING
There is to be absolutely no fighting.
A player fighting will be banned from the league indefinitely.
DEFAULTS
- A team is allowed 15 minutes grace before a default is awarded.
- A team must inform the league convenor 48 hours in advance for a request for rescheduled game.
- If you know that your team is not going to have enough players to play a scheduled game, please inform the league convenor as soon as you can. This will enable the convenor to cancel the game and advise the other team.
PLAYOFFS
- To be eligible for playoffs a player must have played two regular season games.
- If a roster falls below 7 players, a team will be permitted to add a player for that game only. The player must be approved by the league convenor.
Overtime
- In the event that the game is tied during the regular season a 3 minute overtime period will be played.
- In the event that a game is tied during playoffs a 5 minute overtime period will be played.
